EUROPEAN HGV RESTRICTIONS.

HGV restrictions in France

Most HGV's over 7.5 tonnes are banned from the French road and motorway network every weekend between the hours of 10 p.m Saturday and 10 p.m Sunday. There are exceptions for trucks carrying perishable produce or refrigerated produce, trucks servicing sporting events or trade fairs, and a few other cases. This weekend truck ban is longer from early July to mid August, when HGV's are banned from Saturday 7 a.m. to Sunday 10 p.m. HGV's are also banned on public holidays, normally from 10 p.m the night before, until 10 p.m on the holiday itself.

Note that trucks are also banned on summer weekends in Italy and Germany (full ban Sundays, part ban on Saturdays).  Trucks are banned in Switzerland on Sundays.

Paris area: Further restrictions apply for HGV access to the Paris area, (Mondays and the day following a public holiday, from 6 a.m to 10 a.m), and for HGV's leaving the Paris area (Fridays and days preceding a public holiday, usually from 4 p.m). This means that trucks cannot transit via the Paris inner ring-road (Boulevard Périphérique) during these hours.

There are also extra weekend lorry bans on Alpine motorways in February - though given the traffic jams that are possible here at the time, these routes are best avoided by anyone not needing to use them - lorries or cars, ban or no ban.

HGV Ecotax Charges

As from July 2013 it makes little sense for foreign truckers to try and avoid motorway tolls by using non-toll trunk routes instead. Since July, all HGV's over 3.5 tonnes entering France must be equipped with an "Ecomouv"  electronic ecotax charging box.
All main French non-toll dual carriageway routes are now equipped with HGV eco-tax cameras, placed on gantries across the carriageway. These record the passage of HGV's, which are billed via their Ecomouv box. There are no such gantries on toll motorways, and there is no further charge over and above the toll.

Basic price per km on taxable routes (2013) is €0.125/km travelled on the taxable network.

The amount of tax will also depend on the specifications of the truck (number of axles, euro class, GVWR), and naturally the number of km travelled.

Travelling without an “Ecomouv” box will incur a penalty of €750 (estimated) and/or immobilisation of the vehicle. A quick, more up-to-date guide can be found at Ecotax-France (opens in a new page). But from what I've just been reading, 'France replaces doomed ecotax with Truck Tolls' (opens in a new page) then the previous link will have become invalid, but it looks like it will be around the same price anyway.

Examples of European bans include:

French lorry ban:      22:00 Saturday to 22:00 Sunday. Also some Saturdays in February and March between 7am and 6pm, and July and August between                    7am and 7pm.

German lorry ban:     Midnight to 22:00 Sunday. Also on Saturdays from 1st to 31st of August between 7am and 8pm.

Italian lorry ban:      07:00 to 22:00 Sunday, except for those granted an exception, such as trucks carrying perishables or fuels, etc.

Spanish lorry ban:     Complicated restrictions only on certain roads at certain times and easy for operators to get caught out.

Swiss lorry ban:        All day (midnight to midnight) Sunday. Also certain full weekends during the year.

There are no bans in place in Belgium, Ireland, Netherlands, Denmark, Ukraine and many other eastern European states.
